Who can participate:
(i) Vendors who are eligible as per the Terms & conditions of the e-Procurement event can participate subject to their fulfilling all the laid down criteria.
(ii)Such vendors who are registered with website www.mstcecommerce.com /eproc as a Supplier after observing all the required formalities.
(iii) Such vendors who are having Digital Signature of the Required Class
How to register:
First please access the web site:- www.mstcecommerce.com and then click on e-Procurement link.
Once the MSTC e-Procurement home page opens up, Please Select → Supplier from the drop down menu next to the “Sign up” button.
The Supplier has to “Click” on the “Agree” button at the end of the terms & conditions.
Subsequently, an online format will open up which will have to be filled up with all the relevant details.
Please fill the form.
Please √ agree terms and conditions.
Please click ‘submit’ button.
Please note you are to protect your own ID & Password and e-mail ID. All these details have been given by the concerned vendor/Supplier and is known to themselves only.
To complete the registration, vendor has to submit the following documents to MSTC with a covering letter in Company letter head:-
2 nos. colour passport photograph
Notarized copy of PAN Card of the Company.
Notarized copy of Sales Tax/Vat Registration Certificate, Trade
License etc of the Company.
One certificate from Bank (where you are maintaining Account) stating that your conduct is satisfactory and mentioning where you are located.
The Suppliers will have to obtain Digital Signature for participation in e-Procurement events and this is a MANDATORY REQUIREMENT. The process of obtaining a digital signature is detailed below.
This will complete registration. (However mere Registration does not confer any right for participation) Only eligible vendors as per the terms & conditions of a particular e-procurement process only will be activated to participate in the respective e-Procurement events for respective item as per terms.
NOTE:- In the right hand side of the web page at www.mstcecommerce.com , the necessary details of obtaining a digital signature is given.
On “Clicking” on the link one page will appear giving details and the names of the Certifying Authorities (Those who issue Digital Signatures). Each name of Certifying Authority is linked to their individual Home pages.
You may approach any one of them for obtaining a class-2/3 Digital certificate on USB token (as mentioned in terms & conditions).
How to bid:
A) Log in:-
· On the scheduled day of the e-Procurement event, the vendors have to open the Web site www.mstcecommerce.com
· Please click ‘eprocurement’
· Please fill ID and Password and click ‘login’.
· Information screen will appear
· After the scheduled time please click ‘view live auction’
· The screen will show the e-Procurement event number, which are live at that point in time.
· Please click the desired event No. for which you are eligible to bid.
· On clicking on the event number, the Screen will show Reverse-e-Auction / e-Tender floor, as the case may be.
B) Reverse Auction: -
Auction floor will show Reverse e-Auction number opening time, closing time, reference CIL Tender number. There is a provision for auto extension of closing time. If any bid is received within last five minutes of the scheduled closing time then closing time for that lot will be extended only. For further details, the relevant e-Procurement event Terms & Conditions may be perused.
You have to type the bid in the text box provided against each lot and click ‘bid’ button. Immediately server will verify digital signature. On verification, bid will recorded. Auction floor will show your last bid and status of your bid against this lot. You can see the bid history when you click ‘History’ button against any lot. You can start bid at any point but subsequent bids are to be decreased.
Please note that in some cases, the decrement level will be fixed and bidders will have to bid accordingly with respect to the previous bid for that lot. However system will not accept any bid which has already been submitted by another vendor earlier i.e there will be no duplication of Bid.
The vendors after “Clicking” on the e-Procurement event, will have to first fill up the Technical Bid and save the same. Secondly, they will have to fill up the Price Bid and save the same also.
Then the “submit” button will have to be clicked, & Digital signature will have to be affixed on ‘prompt’ and the tender will be submitted then only. This is a mandatory requirement.
While bidding, the digital signature prompt is not appearing and bid is not registering?
→ This problem is encountered when the Active-X controls are not enabled in the browser at the client i.e. user end.
For doing the same, please open Internet Explorer – go to “Tools” → click → Internet options → click → click Security → click on Custom Level → In the Security settings enable all the points which deal with ‘Active X’ → click on O.K. →A message will appear stating that “you are changing security settings in this area” → Accept the same → click on ‘O.K.’ → Log out & close the browser for the changes to take effect → create a fresh log in & bid.
